The head of the United Nations Stabilization Mission in the Democratic
Republic of the Congo (MONUSCO) today deplored the death of two
civilians killed in demonstrations in Goma, the main city in the vast
country's strife-torn eastern region, and has called for an inquiry
into the incident.
MONUSCO chief Martin Kobler, in a statement issued by a mission
spokesperson, deplored the killing of the demonstrators and announced
a joint investigation that will be carried out by the DRC Police (PNC)
and the mission's Police Cell, UNPOL.
In the meantime, the Mission reports that fighting continues between
DR Congo national forces (FARDC) and the M23 rebels. MONUSCO forces
continue to support the efforts of FARDC with all the means at its
disposal.
According to the Mission, during the fighting mortar shells fired from
M23 positions landed in MONUSCO positions in Munigi village, injuring
three Peacekeepers.
Condemning the attack in the strongest terms, Mr. Kobler emphasized:
"No act of this nature by the M23 will be tolerated and any attack on
the civil population and the United Nations constitutes a war crime."
During his first visit to the North Kivu province of the DRC earlier
this week, Mr. Kobler reiterated the determination of the United
Nations to help restore State authority in the eastern region of the
vast country.
"I shall do everything in my power to address the armed groups' issue
in the Kivus and in the rest of the eastern DRC," he said.
In Goma, Mr. Kobler met with provincial administrative and security
authorities, as well as UN military and civilian staff, to assess the
situation on the ground. During his meetings, he also made clear his
determination to see the UN Mission resolve the issue of armed groups,
help restore State authority and fulfil its mandate.
Over the past year, the M23, along with other armed groups, have
clashed repeatedly with the national forces (FARDC) in the eastern
DRC. The rebels briefly occupied Goma in November 2012. The fighting
resumed in recent weeks, this time dragging in a group of
Ugandan-based rebels, and displaced more than 100,000 people,
exacerbating the region's ongoing humanitarian crisis, which includes
2.6 million internally displaced people (IDPs) and 6.4 million in need
of food and emergency aid.

UN Special Envoy for the Great Lakes called today for an immediate end
to the fighting and strongly urged all regional authorities to observe
maximum restraint.
"The attacks on the town of Goma as well as on MONUSCO [UN
Stabilization Mission] forces, and their tragic consequences on the
civilian populations already traumatized by two decades of conflict,
are unacceptable. They must stop immediately," said Mary Robinson,
Special Envoy of the Secretary-General for the Great Lakes region of
Africa, in a statement.
"We must do everything to avoid an escalation of tension in the
region, promote dialogue, and respect the letter and the spirit of the
Addis Ababa Peace, Security and Cooperation Framework for the
Democratic Republic of the Congo and the region," Mrs. Robinson said,
referring to the accord signed earlier this year by the Government of
DRC along with 10 other countries and four regional and international
institutions, which now serves as a blueprint for peace and
development in the region.
"The renewed violence underscores, once again, the urgent need to
rapidly find a political solution to the crisis," she said, noting
that such a path would be in line with the Communiqué of the Summit of
the International Conference on the Great Lakes Region, held in
Nairobi on 31 July 2013, the informal Ministerial meeting held in New
York on 25 July 2013, as well as the Communiqué of the recent SADC
[Southern African Development Community] Summit held in Lilongwe,
Malawi, on 18 and 19 August 2013.
"I strongly urge all authorities in the region to observe maximum
restraint, to ensure that civilian populations are protected, and to
minimize the risk of escalation of the situation," said Mrs. Robinson,
adding that she is in close contact with all parties and continues to
monitor the situation very closely.
"My Special Adviser is currently involved in consultations with
relevant authorities in order to appeal for calm and restraint," she
said.

available beginning with the 8:30pm sailing. Advance reservations from
Coupeville are available beginning with the 5:00pm sailing. Drive-up
space for customers without reservations is taken for the remainder of
the day.
Walk on space is available on all sailings. Alternate routes are
Edmonds/Kingston and Mukilteo/Clinton.

ADDITIONAL RIGHTS REMOVED FROM DISCUSSION IN WHITE HOUSE BY BARACK OBAMA ON LIMIT OF HIS RACE IN BURMA
Mr Obama a Muslim in discussion from past meetings of Ms. Clinton

Religious Society as Western Rakhine state in seperated families

by limit such families to two Children limit is another move into a
Master Race that hasn't been seen since Nazi Germany is a Shame to The
Obama Admistration for his move into Burma to his desire to make a
