SUBJ/TROPICAL CYCLONE FORMATION ALERT//
RMKS/1. FORMATION OF A SIGNIFICANT TROPICAL CYCLONE IS POSSIBLE
WITHIN 100 NM EITHER SIDE OF A LINE FROM 27.6N 65.1W TO 32.1N 64.8W
OVER THE NEXT 24 HOURS. AVAILABLE DATA DOES NOT JUSTIFY ISSUANCE OF
A NUMBERED TROPICAL CYCLONE WARNING AT THIS TIME. WINDS IN THE AREA
ARE ESTIMATED TO BE 20 TO 25 KNOTS. METSAT IMAGERY AND SYNOPTIC DATA
AT 100600Z INDICATE THAT A CIRCULATION CENTER IS LOCATED
NEAR 27.6N 65.1W. THE SYSTEM IS MOVING NORTHWARD AT 12 KNOTS.
2. REMARKS: CURRENT MODEL GUIDANCE IS SUGGESTING INTENSIFICATION OF
THE REMNANTS OF TROPICAL STORM GABRIELLE (07L) THAT IS APPROXIMATELY
275 NM SOUTH OF BERMUDA. THIS SYSTEM IS MOVING NORTH-NORTHEAST AT
APPROXIMATELY 10 TO 15 KNOTS. SATELLITE IMAGERY DEPICTS AN AREA OF
DEEP CONVECTION SITUATED IN THE WESTERN ATLANTIC THAT HAS BECOME
INCREASINGLY ORGANIZED OVER THE PAST 12 HOURS. BOUY STATION 41049
APPROXIMATELY 100 NM EAST OF THE CIRCULATION IS OBSERVING 25
TO 30 KNOT WINDS ASSOCIATED WITH THIS SYSTEM. ENVIRONMENTAL
CONDITIONS ARE UNFAVORABLE FOR THE LONG TERM DEVELOPMENT OF THIS

This Wednesday, September 11, at its regular evening meeting in
Oakland, the AC Transit Board will receive a report outlining service
recommendations related to the agency's Inner East Bay Comprehensive
Operations Analysis (COA), which includes $9 million to expand
transbay bus service between the East Bay and San Francisco.

The public is invited to attend and provide comment on the
recommendations that were initially presented to the Board and to AC
Transit's Transbay Taskforce this past June.

Please note that the Board will not be taking any action at this
meeting. Once funding is identified for these service enhancements, AC
Transit will provide opportunities for the public to provide input,
including the scheduling of a public hearing.

A HEAT ADVISORY REMAINS IN EFFECT UNTIL 8 PM PDT THIS EVENING.

* TEMPERATURE...STRONG OFFSHORE WINDS AND A STRONG CHETCO EFFECT
WILL RESULT IN LOWS THIS MORNING OF AROUND 70 DEGREES. HIGH
TEMPERATURES MONDAY WILL ALSO REACH INTO THE LOWER 90S. THESE
MUCH WARMER THAN NORMAL TEMPERATURES WILL BEGIN TO DROP TO MORE
NORMAL LEVELS TUESDAY AFTERNOON.

* LOCATIONS INCLUDE: BROOKINGS...AND OTHER COASTAL AREAS OF
EXTREME SOUTHWEST OREGON.

* IMPACTS...THESE TEMPERATURES WILL CAUSE STRAIN ON SOME COOLING
SYSTEMS...AND THOSE WITH ONLY SWAMP COOLERS OR FANS WILL HAVE AN
EVEN HARDER TIME DEALING WITH THE HEAT. KEEP PETS COOL AND GIVE
THEM PLENTY OF WATER IF THEY DO NOT COME INSIDE. CHECK ON THE
ELDERLY OR INFIRM FRIENDS AND RELATIVES TO MAKE SURE THEY ARE
COPING WITH THE HEAT.

* . Hypothermia by immersion in water can occur
in temperatures less then 91o F, and many deaths at sea
due to drowning are actually caused by hypothermia.
Hypothermia, by definition, is a cooling of the core
temperature of the body. This happens when the body's
heat production can't keep up with the body's heat
loss. The five main heat loss areas are; the head, neck,
armpits, sides, and the groin. These areas are essential
to keeping warm and insulated while working on deck.
Ways to prevent heat loss are by retaining body heat
with proper clothing and insulation; regulating body
heat by eating healthy and drinking warm drinks, and by
avoiding getting wet. You should also be aware if you are
overheating and adjust your layers as necessary.
Hypothermia can happen on land, a slower often harder
to recognize form, or by immersion in water which is a
rapid onset, dangerous condition which requires rescue
from the water. Both types of hypothermia happen in
stages:
1. Shivering.
2. Violent shivering, loss of coordination.
3. Unconsciousness.
4. Death.
It is important to recognize hypothermia in order to treat
it as soon as possible. Drop in temperature, feeling cold,
depressed vital signs, slurred speech, staggering, reduced
mental ability/impaired judgment and lack of response to
stimuli are all signs of hypothermia. Victims with these
signs should be considered hypothermic and treated
accordingly.
Treating hypothermia patients is basically the same for
all types, with a few differences depending if it is mild or
severe and if a pulse and breathing are present.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A HEAT ADVISORY MEANS THAT AN EXTENDED PERIOD OF HOT TEMPERATURES
IS EXPECTED. THIS COULD CREATE A SITUATION IN WHICH HEAT
ILLNESSES ARE POSSIBLE. DRINK PLENTY OF FLUIDS...STAY IN AN AIR-
CONDITIONED ROOM...STAY OUT OF THE SUN...AND CHECK UP ON
RELATIVES AND NEIGHBORS.
