A new Federal Government Move of Both Domestic And War Crimes Detention is in progress the first is Guantanamo Bay and such is Level 3 POW (Prisoner of War) The following is Level 3 LEVEL 3 (L3)
Level 3 facilities are high-security institutions designed primarily to house violent Felonies with longer sentences, and; Housing consists of single cells, and all perimeters are double-fenced with extensive electronic surveillance. Inmates (Detained) at level 3 facilities are closely supervised and their activities and movement within the institution are highly restricted. LEVEL 4 .Institutions have inside or outside cell construction with a secure perimeter and both internal and perimeter armed coverage is in re-construction at location from Level 3 Transfer to Level 4 (All other Prisons are Level 1 and 2) Dry Tortugas the area located at the End of The Florida Keys of The United States of America and the only location that The Death Penalty shall be carried out for Acts of War both Domestic and International Law against The United States
