Attorney General Bondi's Weekly Briefing

This week, I went on national news to warn Floridians and the country of a new dangerous form of heroin. In an effort to evade law enforcement and trick drug addicts, drug traffickers are using old pill presses to disguise heroin as prescription or over the counter pills.

These counterfeit heroin pills are being mixed with other deadly drugs, so the people taking them really have no idea what they are putting in their bodies. Additionally, pill abusers will often crush a pill to snort it. While there is always a risk of overdose for any user, someone who is used to snorting prescription drugs, but not heroin, is at an increased risk of death.

One life lost to drug abuse is too many, and I will continue to work with local, state and federal law enforcement agencies to stop the trafficking of all illegal drugs.

In closing, I want to thank the members of the House Criminal Justice Subcommittee for their unanimous passage of sexual assault kit testing legislation. House Bill 179 is sponsored by Representative Janet Adkins and will require sexual assault kits to be processed expediently. We must not forget that each sexual assault kit represents a victim. Having a policy in place to assure victims that their kits will be tested, will help ensure that key DNA evidence is captured and processed expediently, and will help make Florida an even safer place to live and raise a family.

Assisted Living Facility Operator Arrested for Theft

Attorney General Bondi's Medicaid Fraud Control Unit and agents from the Health and Human Service's Office of the Inspector General and the Social Security Administration arrested a Broward County woman for property and identity theft. Ilfrenise Charlemagne operated Hilcrest Residential ALFand Pleasant Alternatives, both assisted living facilities in Pinellas County. While operating the facilities, Charlemagne allegedly stole residents' social security money and billed the Florida Medicaid program for services not rendered.

Charlemagne faces charges of theft of government property and aggravated identity theft. The United States Attorney's Office in the Middle District of Florida is prosecuting this case.










FDLE Arrests Three in Organized Fraud Ring, Two Still at Large

Agents with the Florida Department of Law Enforcement arrested Charles R. Griffis, 64, for organized planning of theft and traffic of stolen property and conspiracy to traffic in stolen property. Two additional suspects were arrested in connection with the investigation. James Marvin Bailey, 34, and Kara Marie Wolfe, 26, are charged with dealing or trafficking in stolen property and conspiracy to traffic in stolen property. Suspects Bonnie Ouellette, 44, and Kay Rhanae Baignosche, 32, remain at large on charges of dealing or trafficking in stolen property and conspiracy to traffic in stolen property
