Time zone boundaries have changed greatly since their original introduction and changes still occasionally occur. DOT issues press releases when these changes are made. Generally, time zone boundaries have tended to shift westward. Places on the eastern edge of a time zone can effectively move sunset an hour later (by the clock) by shifting to the time zone immediately to their east.

If they do so, the boundary of that zone is locally shifted to the west; the accumulation of such changes results in the long-term westward trend. The process is not inexorable, however, since the late sunrises experienced by such places during the winter may be regarded as too undesirable. Furthermore, under the law, the principal standard for deciding on a time zone change is the "convenience of commerce".

Time zones in the 20th century

Interestingly, many French maps showed zero degrees at Paris for many years despite the International Meridian Conference's outcomes in 1884. GMT was the universal reference standard – all other times being stated as so many hours ahead or behind it – but the French continued to treat Paris as the prime meridian until 1911. Even so, the French defined legal time as Paris Mean Time minus nine minutes and 21 seconds. In other words, this was the same time as GMT.  France did not formally use to Coordinated Universal Time (UTC) as a reference to its standard time zone (UTC+1) until August in 1978 (Sheen, cited in Brannel Astronomy, n.d.).

Standard time, in terms of time zones, was not established in United States law until the Act of March 19, 1918, sometimes called the Standard Time Act. The act also established daylight saving time in the nation. Daylight saving time was repealed in 1919, but standard time in time zones remained in law, with the Interstate Commerce Commission (ICC) having the authority over time zone boundaries.

Many countries adopted hourly time zones by the late 1920s. Many nations today use standard time zones but some places adopt half-hour deviations from standard time or use quarter hour deviations. Moreover, countries such as China use a single time zone even though their territory extends beyond the 15 degrees of longitude.

How Many Time Zones?

Given a 24-hour day and 360 degrees of longitude around the Earth, it is obvious that the world's standard time zones have to be 15 degrees wide, on average. Some sources claim there are 24 standard time zones, while others say there are 25 time zones. The perspective of the number of time zones depends on the definition of a time zone versus the International Date Line.  The world also has non-standard time zones.

Half Hour Time Zones

The advantages of shopping online are (1) zero traffic or commuting time (2) no need to stand in long checkout lines and (3) the ability to peruse dozens of shops to compare pricing (with a few keystrokes of due diligence). In addition, if you factor the convenience of online shopping it is a perfect synergy for savvy online consumers who maintain hectic schedules and are inclined to make the most efficient use of their time.

To capture the e-generation shopper in the competitive online shopping industry, the e-tailer requires a firm grasp of usability (to keep traffic on the site), search engine optimization (to get them there) as well as ways to to gauge trends, sales cycles, inventory management and all of the trappings that accompany e-commerce, enterprise and cycles of supply and demand.

In an ideal scenario, optimization would start with keyword refinement, on-page analysis of the content and site structure to create a laser-like focus for the site theme to appease the target audience. Additionally, identifying which click-triggers emotionally rouse the core consumer and weaving the call to action into every page without over-selling is equally as important.

Tackling these objectives from the planning stage as opposed to trying to remedy them after the fact is one way to gain a competitive advantage and outrank a competitor selling virtually the same items.

If your e-tailing / market plan does not factor search engines as a crucial contributor to your promotional plan, driving traffic would rely on off-line or paid online sponsored advertising. Dependency on platforms such as PPC alone could erode profit margins dramatically by comparison to organic search engine optimization. In this instance, the e-tailer is optimizing their pages for popular brands or niche or specialty items. The more mainstream something is, the more competitive the arena. It boils down to price point, value proposition and packaging for most as far as online shopping goes.

The Takeaway for E-tailers:

Having clearly delineated and optimized site architecture and enough topical content (unique product descriptions) can distinguish your site with spiders.

Use keyword rich categories instead of long CMS (content management system) gibberish URL strings such as ?973-21.aspx instead of websitename/products/category/even-more-descriptive-title/ which uses a topical naming convention which translates as a structured and organized boilerplate to assist search engines find semantically related material.

A simple mod-rewrite can handle this, or some tweaking to your shopping cart are enough to overcome this obstacle from the start. Also, make sure the sitemap is linked to every page product page in the template (or a sitemap for every sub folder / section), you can use it later to tie everything together and ensure that spiders can traverse the sites vast categories and pages.

Every page indexed in search engines is another page out there working on your behalf bringing potential customers back home to your site, or helping your site gain more authority under the auspices of link popularity.

It is no secret that purchasing and the power of preference has reached new heights as e-commerce is paving the way for millions of entrepreneurs to break free from traditional brick and mortar based retail outlets.

The Additional Benefits of Online / Off-line hybrids:

If you own a local business that features items that are in high demand, then a targeted online campaign could drive hordes of qualified walk in traffic to your storefront.

It depends on your preference, standing in a store waiting for walk in traffic as a result of location or using the online shopping hybrid and leveraging link building, content and promotion to increase the bottom line. The idea is, to have positioning for your brand using both. In either case, it boils down to the same thing, the swipe of a credit card, a payment in cash and a monetary transaction for a product in demand.

Despite the fact that online shopping has its sensory limitations (like trying to sell fragrances over the internet) or not having the ability to physically touch the merchandise does not preclude online shoppers from purchasing online.

It's only a matter of time before we see "hybrid retail / e-tail based stores" with the ability to order online and then simply pick up the item to go from a drive-through / delivery window.

If retailers wanted to add value they could create express checkout allowing the person to purchase online, the retailer would then pick and pack the items and have it available for convenient pickup (like a fast food restaurant) with the payment already processed online (while the consumer is in route). Even if you are in the parking lot ordering from your mobile device, you can see the value of a V.I.P. elite (skip the line) shopping service that allows you to Checkout Now!

Since millions of consumers already purchase online as a result of convenience and emotional impulse, adding value to the proposition with new processes to aid the transaction process are pure win / win solutions for all parties involved.

There are three facets to consider about shopping online (1) the reason why consumers want to purchase (branding, the cycles of desire and fulfillment) and (2) the search terms one would use to find the most relevant match and (3) the landing pages ability to convert.

E-tailers not only live or die by the trends in search, but having a firm grip on the who, what, where, when and how factor when assessing a markets strength can come in handy in the event that you are interested in setting up shop.

Knowing that a profitable niche site if populated, promoted and managed properly with engaging content, give-always, incentives and the like, coupled with social media, GEO specific targeting to maximize psychographic purchasing (knowing your niche) can equal tremendous profit margins at a fraction of the cost of traditional marketing.

Peach trees can grow in USDAZones 5 to 8, but do especially well in Zones 6 and 7.If you live in one of these zones, you can focus on choosing a variety based on its flavor and harvest-time. If you live in colder regions, there are some varieties that are more cold tolerant that you can choose.Choose a site with well-drained, moderately fertile soil in full sun. Be sure to avoid low areas because frost can more easily settle there and destroy your peaches.Plant the trees in spring. It is best to plant the trees the day you get them (if possible). Pick a tree that is about 1 year old.For container-grown trees, remove the plant from its pot and remove any circling roots by laying the root ball on its side and using shears to cut through the roots.For grafted trees, position the inside of the curve of the graft union away from the sun when planting.Dig a hole that is a few inches deeper and wider than the spread of the roots. Set the tree on top of a small mound of soil in the middle of the hole. Be sure to spread the roots away from the trunk without excessively bending them.If you are planting standard-size trees, space them 15 to 20 feet apart. Space dwarf trees 10 to 12 feet apart. However, most types of peach trees are self-fertile, so planting one tree at a time is fine.

Care

About 6 weeks after planting, fertilize the young trees with 1 pound of a nitrogen fertilizer.During the second year, add ¾ pound of nitrogen fertilizer once in the spring and once in the early summer.After the third year, add about 1 pound of actual nitrogen per year to the mature trees in the spring.To help make the tree hardier, do not fertilize it within 2 months of the first fall frost date or when the fruits are maturing.Be sure to prune the tree to an open center shape. In the summer of the first year, cut the vigorous shoots that form on the top of the tree by two or three buds. After about a month, check the tree. As soon as you have three wide-angled branches, spaced equally apart, cut back any other branches so that these three are the main branches. In the early summer of the second year, cut back the branches in the middle of the tree to short stubs and prune any shoots developing below the three main branches. After the third year, remove any shoots in the center of the tree to keep its shape.Be sure to prune the tree annually to encourage production. Pruning is usually done mid to late April. Pinching the trees in the summer is also helpful.Prune and fertilize to accomplish 10-18 inches of new growth each season.Thin the fruits so that they are 6 to 8 inches apart on the branch after the tree blooms (about 4 to 6 weeks). This ensures that the fruits will be larger.A plastic lean-to can protect fan-trained peach trees from peach leaf curl and frost in the winter.To help increase resistance to fruit diseases, be sure to prune the trees, thin the fruit, and pick the fruit when it is ripe.

Harvest/Storage

Harvest your peaches when they are fully ripe, meaning that there is no green left on the fruit. They should come off the tree with only a slight twist. The fruits found on the top and outside of the tree usually ripen first.Be careful when picking your peaches because some varieties bruise very easily.You can store peaches in the refrigerator in a plastic bag. They should keep for about 5 days.You can also store peaches by making jam or by making pickled peaches.Peaches can also be canned or kept frozen for storage.

Florida Panhandle Honey

Florida Tupelo honey  is one of the rarest honeys with an exquisite buttery flavor and light color. Tuplelo trees thrive along the rivers and creeks of the Florida panhandle and have delicate fragrant blossoms that can produce wonderful honey crops.
The Florida Tupelo flower is very delicate and blooms for only a very short time every year. Our beekeepers go through great lengths to keep our Florida tupelo honey pure by taking all the honey boxes off the hives and putting on clean empty beewax combs right as the first tupelo flowers bloom. After about two weeks of bloom, we go out and take the honey boxes off the hives and spin it out to get the rare tupelo honey.
The Tupelo blossoms have very delicate little pistols that secrete the nectar. A strong wind or hard rain can rip the blossoms from the trees.The blossoming period generally starts about the 20th of April every year and lasts about 3 weeks. The honeybees are very eager to visit the blossoms, as the nectar can be quite abundant in good years. Tupelo trees thrive in the river and creek bottoms where it is very wet.

The best Tupelo honey producing region in the world exists in the Florida panhandle along the Appalachicola, Chipola, and Choctahatchie River systems of creeks and backwaters.
Real Tupelo honey is a light golden amber color with a greenish cast. The flavor is quite delicious, buttery and distinctive; a choice honey. Good tupelo, unmixed with other honeys, will not granulate. Some diabetic patients have been permitted by their physicians to eat Tupelo honey. Average analysis: fructose 44.03% glucose 29.97%.

To make the best Tupelo honey, the beekeeper has to remove any honeycombs of honey off the hives from other nectar sources such as highbush Gallberry or Ti Ti. Then the beekeeper must place on new boxes of empty combs so the incoming nectar will be kept separate from other honeys.
We spin out all the honey collected in Florida with this stainless steel automatic honey extracting line made by Cowen manufacturing. All the honey is stored in 55 gallon drums until it is put into bottles.
We have a bee farm in the Vernon, Florida area where we send the bees to be distributed throughout the Florida panhandle every winter.
Our skilled beekeepers start to prepare the honeybees on the winter solstice by giving them supplemental feed and pollen patties to stimulate the queen bees to start raising young bees(brood) to build up large colonies to make new hives for making Tupelo. We raise our own queen bees from special breeding stock picked for desirable characteristics such as prolific nectar gathering, gentleness, and disease resistance.
In the summer all the bees go to northern Michigan to make Star Thistle honey, another premium honey.

When it comes to the government's handling of the destitute, the penniless and the hopeless, it seems that out of sight is out of mind, homeless advocates say.
They point to recent laws that criminalize panhandling as an example to get the poor out of the public view, while doing nothing to get them honest work and into affordable homes.
State money that had paid for programs to help the homeless into homes has dried up or is drying up, right at a time when the number of homeless and out-of-work people is swelling in Florida.
What is being done? Starting Tuesday, asking motorists for money on Tampa street corners will be illegal except on Sundays. Panhandling will be prohibited seven days a week at the city's top 10 dangerous intersections – which include sections of Bruce B. Downs, Fowler and Hillsborough avenues. Panhandling already is illegal in Hillsborough County and in St. Petersburg.
Why now? Homeless advocates say the swelling of unemployed ranks are putting more panhandlers on the street and that means they are more visible. And that means more people are calling their elected officials to complain. The upshot of that: a new law.
Luke a 29-year-old panhandler at the corner of West Kennedy Boulevard and Armenia Avenue, thinks the reason is aggressive panhandlers. He didn't want to give his last name.
"Unlike the other people out here," he said, "I'm not like that." The begging ban will alter what he does, he said. "I'm going to have to find me work," he said.
He said he's been panhandling for six months, three or four hours a day.
During the lengthy and sometimes contentious discussion about the controversial law, elected officials all admitted that while panhandling should be illegal, more needs to be done to help the homeless.
Lesa Weikel, spokeswoman for the Homeless Coalition of Hillsborough County, said that a lot of state grant money targeting homelessness is drying up.
Before this year, the coalition had gotten about $862,000 each year from the state, which made up 16 percent of its overall budget. That money is mingled with charitable donations that are filtered to various other organizations.
This year, the state is handing over just $75,000, she said.
"In Florida," Weikel said, "We have seen social assistance programs attacked." The result is that the coalition will have to get more money from donors.
"We have to shift our focus a little bit," Weikel said.
She said that as the homeless population bulges, some of the more effective programs are going away.
The state's homeless prevention and housing program was particularly successful, she said, at keeping poor people out of the homeless ranks. It provided assistance to help out-of-work people from losing their houses, stop unfair evictions, help pay utility bills and connect them with employment.
"That's coming to an end," she said.
On the local level, Hillsborough County had donated $200,000 to the coalition in years past. This year: just $90,000, Weikel said.
Meanwhile, she said, "More and more people are homeless; more and more families are homeless."
The city of Tampa gives the coalition $55,000 a year, she said, and that hasn't changed in several years.
Charity makes up the bulk of money dealing with homelessness, she said.
Metropolitan Ministries spokeswoman Ana Mendez said that 95 percent of that charity's budget comes from donations, the rest from government grants. Still, she said, the economy is pinching donors too, resulting in fewer dollars coming in.
Government had kicked in some, but this year, Gov. Rick Scott axed funding and threatened to close the state Office of Homelessness. While the office remains open, funding for programs has been slashed by $7 million as part of Scott's campaign to trim the state budget by more than $1 billion and streamline government.
Sen. Joe Negron, R-Stuart, earlier this year said that over the past 10 years, spending on social services "has grown twice as fast as the rest of the budget."
That's government out of control, he said, and he has no qualms about prioritizing who deserves to continue receiving the state's help and who doesn't.
The frugal approach to government combined some state agencies and eliminated others and through it all, local social services felt the pinch.
A survey earlier this year estimated that nearly 10,000 people were homeless in Hillsborough County, an all time high that came at a time when state funding is shriveling.
The face of the poor and unemployed and homeless has changed over the past three years, said Karl Celestine, director of outreach services at Metropolitan Ministries. He said his department is serving 20 percent more people now than before 2008, when the economy began to tank.
"There was a time when we served the chronically homeless," he said. "Today, it could be you. There are a lot of people out there struggling."
Michael Burkes, 33, is benefitting from a service provided by Metropolitan Ministries. He was taking GED classes there this week, eager to get back into the workforce. He was a manager at GameWorks in Ybor City but when the arcade went out of business, it pitched Burkes into the unemployed and homeless ranks. He said his situation is temporary.
"It's not a way of life," he said. "It's just one of those things that happen in your life."
St. Petersburg banned panhandling, but Pinellas County has provided space for shelters that house hundreds of homeless people. The county also has implemented programs to alleviate homelessness.
In Tampa, Mayor Bob Buckhorn enthusiastically signed the Tampa panhandling law last week, saying it was long overdue. Still, the mayor credited the communities across the bay in how they are dealing with homelessness.
"That is a model," the mayor said in a recent interview, "for what we could do here."
But attempts in Tampa and Hillsborough County to set up tent cities for the homeless have been unsuccessful, rejected by government boards after residents complained about the proposed campsites being too close to their backyards.
He admitted that panhandling is a symptom of a much larger social malady – homelessness.
"You have to treat the symptom," he said, "before it becomes a disease and festers and grows."
