DOJ Signs Agreement with Upshur County, TX to Ensure Access for Persons with Disabilities The U.S. Department of Justice (DOJ) has signed an agreement with Upshur County, TX to improve access to county programs by individuals with disabilities. The agreement was reached under Project Civic Access, an initiative that helps cities, towns and counties comply with Title II of the Americans with Disabilities Act. Title II prohibits discrimination against people with disabilities by state and local governments. Among other things, the county will make changes to facilities such as parking, building entrances and restrooms to make sure they are accessible to persons with disabilities.
