JOB SUMMARY:

The person selected for this position will serve as a Natural Resource
Specialist analyzing the effects of oil and gas development on native
habitat and federally listed species, and recommending potential
mitigation as a part of a complex consultation process. More than one
vacancy may be filled through this announcement should the need arise.

At the (GS-09) grade level duties include, but are not limited to:
Assisting in preparing, evaluating and conducting biological analyses
and studies of desert and semi-desert ecosystems projects; evaluating
alternatives and determine appropriate methodologies and procedures
for producing reliable data collection and content; assisting in
designing technical surveys; reviewing permit applications to ensure
compliance with appropriate federal law; and ensuring impacts to
wildlife habitats, the desert ecology and ecosystems are properly
mitigated.
In addition to the Major Duties listed above at the full performance
level (GS-11) duties include, but are not limited to:
Delivering natural resource technical information, analysis and
recommendations consistent with various Bureau of Land Management
(BLM) regulations proposed actions, both in planning (development of
proposed action and alternatives), and analysis and review stages of
projects for internal and external customers.
Conduct formal and informal Section 7 Consultations under the
Endangered Species Act with U.S. Fish and Wildlife Service (USFWS),
and coordinate with California Department of Fish and Wildlife (CDFW),
on proposed actions that may affect listed plant and animal species.
Assist with technical input and review of agency and interagency plans
for listed species and wildlife habitat within the field office
jurisdiction.
Develop plans and schedules to conduct studies, evaluations, and
research activities, and monitor programs in the field to verify or
improve resource management practices.
Conduct field examinations, inventory, monitoring, rehabilitation
planning; public outreach, and train other staff.

BASIC QUALIFICATION REQUIREMENT - You must meet one of the following
Basic Qualification Requirements:
A. Degree: biological sciences, agriculture, natural resource
management, chemistry, or related disciplines appropriate to the
position; OR B. Combination of education and experience: Courses
equivalent to a major, as shown in item "A" above, plus appropriate
experience or additional education. The experience should include
conducting activities, such as sampling, collecting, computing, and
analyzing statistical data to be used in the preparation of scientific
reports.
ADDITIONAL QUALIFICATION REQUIREMENTS - In addition to meeting one of
the Basic Qualifications listed above you must also meet one of the
Additional Qualification requirements to be considered for this
position:
ADDITIONAL QUALIFICATION REQIREMENTS, GS-09:
A. At least one year of full-time specialized experience comparable
to the GS-07 grade level in the Federal Service (can be obtained in
the public or private sector) performing all of the following: 1 )
assisting with data collection and analysis to prepare reports that
include recommendations for remediation; 2) utilizing computers,
Global Positioning Systems (GPS) and Geographic Information Systems
(GIS) hardware and software applications to assist with field research
and to conduct word processing assignments; 3) interpreting and
applying natural resource state and federal laws , such as the Federal
Endangered Species Act of 1973, as well as sensitive species
regulations; 4) following established procedures for records creation,
maintenance and disposal; and 5) communicating scientific information
verbally and in writing. OR
B. Two full years of progressively higher-level graduate education
(36 semester units or the number of units your school uses to describe
two graduate years of academic study), leading to a master's degree,
or master's or equivalent graduate degree in biological sciences,
agriculture, natural resource management, chemistry, or related
disciplines appropriate to the position. OR
C. Combination of experience described in item "A" and education
described in item "B" above. When combining education and
experience, convert quarter hours to semester hours by multiplying by
the fraction 2/3. First take the number of semester hours or
equivalent earned towards a graduate degree, in excess of 18 semester
hours, and divide by 18 semester hours or equivalent. Then take the
number of months of experience and divide by 12 months. Add the
percentages together. The total must equal at least 100% percent to
qualify.
ADDITIONAL QUALIFICATION REQIREMENTS, GS-11:
A. At least one year of full-time specialized experience comparable
to the GS-09 grade level in the Federal Service (can be obtained in
the public or private sector) performing all of the following: 1)
working knowledge of resource area programs including, but not limited
to oil and gas, recreation, environmental planning, lands, realty,
fire, and cultural resources, in order to determine their
interrelationships and impacts upon wildlife habitat resources; 2)
delineating, describing, and analyzing ecosystems to determine
conditions, trends, or erosion potentials and rehabilitation
potential; 3) identifying plants and animals, including state and
federally listed species; 4) utilizing computers, Global Positioning
Systems (GPS), and Geographic Information Systems (GIS) hardware and
software applications to conduct field research and prepare reports;
and 5) communicating with a variety of stakeholders, verbally and in
writing, to obtain relevant data, and to maintain a credible wildlife
habitat restoration and management program. OR
B. Three full years of progressively higher level graduate education
leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in
biological sciences, agriculture, natural resource management,
chemistry, or related disciplines appropriate to the position. OR
C. Combination of experience described in "A" above and education
described in "B" above. When combining education and experience,
convert quarter hours to semester hours by multiplying by the fraction
2/3. Divide graduate semester hours in excess of 36 by 18 (or whatever
number of units your school uses to denote one graduate academic
year.) Divide your total number of months of specialized experience by
12; finally, add the two percentages. The total must equal at least
100 percent to qualify. Only the graduate education in excess of 36
semester hours may be combined with experience to qualify for this
grade level.
Education: For any college courses, graduate work, research, thesis or
other non-descript courses listed on your transcript (such as
"Independent Research"), please indicate through your resume or
attachment memorandum from an academic professor how each course
fulfills the specific education requirement, i.e., state number of
semester hours credited, topic of study, grade earned.

recognized by the U.S. Department of Education in order for it to be
credited towards qualifications (particularly positions with a

Time-in-Grade Requirements: Under competitive merit promotion
procedures, any individual who is currently holding, or who has held
within the previous 52 weeks, a General Schedule position under
non-temporary appointment in the competitive or excepted service must
meet time in grade requirements (have served 52 weeks at the next
lower grade in the Federal service). Some exclusions are found in 5
CFR 300.602. You must include an SF-50 (you may need to submit more
than one) that supports meeting this requirement with your application
package.
Promotion Potential: This position may be filled at the GS-09 or
GS-11 grade level. Promotion to the full performance level is neither
guaranteed nor implied and will be based solely on your ability to
perform work at the higher grade level as determined by the position's
supervisor.

Conditions of Employment:
Physical Demands: Applicants must be in good physical condition.
Work occasionally requires long distance hikes, and camping out in
remote areas. The work is performed at elevations ranging from 500 to
6000 feet. Work requires the ability to drive a four-wheel drive
vehicle over rough terrain for extended periods. Additionally, you
may participate as an observer on aerial flights involving helicopters
and fixed wing aircraft.
Working Conditions: Up to half of the work may be performed in the
field, with the remainder being performed in an office setting. Field
conditions may include inclement weather conditions, with temperatures
ranging from 20 to 120 degrees above zero where you may occasionally
work alone in the field.
